The mission of the FHLBank System is not self-defined; it is established by Congress. Since 1932, Congress has affirmed and reaffirmed the System’s core role as a provider of liquidity to member institutions, reflecting the longstanding view that stable and reliable funding is essential to a well-functioning housing finance system.
