Policy Brief: The Federal Home Loan Banks Are Delivering on their Mission – Now Is Not the Time to Break What Works

Assertions that the FHLBanks have somehow strayed from their mission often rest on an unduly narrow understanding of what that mission is. The mission of the FHLBank System is not self-defined; it is established by Congress. Since 1932, Congress has affirmed and reaffirmed the System’s core role as a provider of liquidity to member institutions, reflecting the longstanding view that stable and reliable funding is essential to a well-functioning housing finance system.


Policy Brief: As Designed, The FHLBanks Execute Their Mission Day-In and Day-Out

The FHLBank System supports the full spectrum of housing finance with liquidity flowing to large multifamily developments, smaller “missing middle” 5- to 49-unit developments, and single-family homes. Forcing a shift away from their core liquidity function would be a substitution with real opportunity costs, including reduced liquidity and stability for members during periods of market stress.
