Council of Federal Home Loan Banks

The Council of FHLBanks represents the Federal Home Loan Bank System, advancing housing finance and community investment.

Through advocacy and collaboration, it helps strengthen communities and expand economic opportunity nationwide.

The Council of Federal Home Loan Banks is the public voice of the FHLBank System.

Founded in 1998, the Council is a nonprofit trade association based in Washington, D.C. Its main role is to represent the views and interests of the 11 FHLBanks before Congress, regulators, and other policymakers.

The Council includes directors and officers from all 11 FHLBanks.

Each FHLBank can appoint up to three representatives to serve on the Council’s Board. Throughout the year, these representatives work together - with support from Council staff - on shared legislative, regulatory, and public affairs issues.
