FHLBank System Highlights of Congressional Oversight Hearing

On July 21, 2026, the House Subcommittee on Housing and Insurance held an oversight hearing designed to explore the structure, operations, and mission of the Federal Home Loan Bank System. Council of Federal Home Loan Banks president and CEO, Ryan Donovan, and Barry Lockard, chair of FHLBank Topeka and president and CEO of Cornhusker Bank in Lincoln, NE, testified before the committee. Both Donovan and Lockard spoke directly to members of Congress about the strengths and impact of the FHLBanks and addressed important issues facing the System, including several legislative enhancements designed to further promote the value and impact the FHLBanks have for local communities across the country.
